In carrying out this mission, the District places special emphasis on delivering a high-quality water supply.

Our History

The Rowland Water District (District) service area encompasses a 17.2 square mile area in southeastern Los Angeles County.

The District currently provides potable and recycled water for approximately 55,000 people through 13,500 service connections in portions of Rowland Heights, Hacienda Heights, La Puente and the cities of Industry and West Covina.

In 1953, under the California County Water District Law – Division 12 Water Code, the community voted to establish this District in order to provide a safe and reliable water supply.

The District originally provided water service to 200 local ranchers and farmers. Since 1953, the District has experienced steady growth and the service area is now a blend of commercial, light industrial and residential sectors. Economic growth trends project a 1% to 3% increase per year within the undeveloped areas of the District.

The District is governed by a publicly elected, five-person Board of Directors who hold regularly scheduled public meetings on the second Tuesday of each month at 6:00 PM. The day-to-day administrative and operational functions are conducted with a staff of twenty-eight full-time employees. The District’s operating plan and operational personnel are regulated and certified by the California Department of Public Health.
