District Transparency Certificate of Excellence Awarded to Outstanding Public Agencies

The Rowland Water District has earned the District Transparency Certificate of Excellence for its outstanding efforts to promote transparency in its operations and governance.

The award from the Special District Leadership Foundation requires completion of eight transparency elements, including ethics training for all board members, conducting open and public meetings, and the timely filing of financial transactions and compensation reports with the State Controller.

“This award is evidence of Rowland Water District’s commitment to open and responsive government that provides our customers with straightforward and timely access to important information,” said Tom Coleman, Rowland’s General Manager. “Such openness promotes efficiency, effectiveness and accountability.”

To earn the recognition, RWD had to fulfill 15 website requirements that included providing readily available information to the public such as board agendas, past minutes, current District budget and the most recent financial audit.

The District also demonstrated publicly engaging outreach to its customers through a regular newsletter and an annual budget hearing.
