BIOGRAPHIES:

Vanessa Hsu

Division I – Vanessa Hsu

Current Term: 12/03/2022 – 12/06/2024

Vanessa Hsu was appointed to the Rowland Water District Board of Directors in 2021 and elected to the position in 2022. She represents RWD on the Association of California Water Agencies/Joint Powers Insurance Authority.

Director Hsu works as a senior project manager at a medical device company, where she serves on the Diversity Equity and Inclusion Committee. She is also a member of the Women’s Leadership Initiative, Asian Leadership and Cultural Network and Black Business Network.

The West Covina resident earned her undergraduate degree at the University of California, Riverside and a master’s degree at Azusa Pacific University.

Director Hsu’s term expires in December 2024.

Anthony Lima

Division II – Anthony J. Lima

Current Term: 11/10/2020-12/6/2024

Anthony Lima has proudly served on the Rowland Water District Board of Directors since 1995. He is an active member of numerous District committees and water-related organizations, including the Project Ad-Hoc Committee and the Pomona-Walnut-Rowland Joint Water Line Commission. Director Lima also serves on the Board of Commissioners for the Puente Basin Water Agency, a joint powers authority dedicated to protecting the local, imported and recycled water supply within the Puente Basin. He supports his local community as a member of the Hacienda Heights Improvement Association.

Director Lima is the owner and property manager for AJK Enterprises and previously owned a trucking company in Fontana.

Director Lima’s term expires in December 2024.

John Bellah

Division III – John E. Bellah

Current Term: 12/03/2022 – 12/04/2026

John Bellah has been a member of the Rowland Water District Board of Directors since 2008. The Rowland Heights resident serves on the San Gabriel Valley Regional Chamber of Commerce – Government Affairs Committee and the Rowland Heights Community Coordinating Council. He is also the alternate on the Pomona-Walnut-Rowland Joint Water Line Commission.

Director Bellah has lived in the San Gabriel Valley for more than 60 years. He owned two local businesses and is now retired.

His term expires in December 2026.

Robert Lewis

Division IV – Robert W. Lewis

Current Term: 12/03/2022 – 12/04/2026

Robert Lewis joined the Board in December 1993 and is the longest serving Director. He represents the District at the Association of California Water Agencies Region 8 Committee and the Regional Chamber of Commerce – Government Affairs Committee. Director Lewis also serves as an alternate for the Puente Basin Water Agency and the Association of California Water Agencies/Joint Powers Insurance Authority (ACWA/JPIA), and as a Special District Representative for the Local Agency Formation Commission (LAFCO).

A Veteran of the U.S. Army, Director Lewis attended California State University, Fullerton, where he earned a certification in Industrial Process Controls. He enjoyed a career as a field engineer before retirement.

Director Lewis’s term expires in December 2026.

Szu Pei Lu-Yang

Division V – Szu Pei Lu-Yang

Current Term: 12/03/2022 – 12/04/2026

Szu Pei Lu-Yang was first appointed to the Rowland Water District Board in June 2006. She represents the District’s interests at Three Valleys Municipal Water District and the Rowland Heights Community Coordinating Council.

Outside the District, Director Lu-Yang serves on the Los Angeles County Sheriff’s Department Advisory Council, is a Commissioner on the Los Angeles Assessment Appeals Board, and is president of the Rowland Unified School District For Us Foundation.

After earning her Bachelor of Arts degree in Political Science and Business Administration at the University of California, Los Angeles, Director Lu-Yang completed her law degree at Loyola Law School, Los Angeles. She is a partner at Graves & King in Glendale, representing clients in civil litigation and general liability cases.

Director Lu-Yang’s term expires in December 2026.
