District Can Authorize Critical Response Plan, Direct Staff to Aid in Disaster Services

 April 16, 2020 – Rowland Water District’s Board of Directors has adopted an emergency resolution regarding the COVID-19 pandemic. The resolution gives the District, and General Manager Tom Coleman, the ability to prepare for and implement measures to respond to the potential spread of the deadly virus.

“It is imperative that we have the tools to ensure the health and safety of staff, families, and the public at District facilities, and to ensure that operations continue if business and meetings need to be conducted from alternate locations or within virtual meeting environments,” explains Coleman.

On March 4, Governor Gavin Newsom declared a State of Emergency due to the outbreak and spread of the SARS-CoV-2 virus, which causes the disease named “coronavirus disease 19” (abbreviated COVID-19). On March 11, the World Health Organization (WHO) characterized COVID-19 as a pandemic, and that same day, the California Department of Public Health (CDPH) issued an updated policy regarding the postponement or cancellation of large and small gatherings across the state.  Los Angeles County has also issued a series of executive orders limiting business operations, events and gatherings.

Locally, the District resolution authorizes Coleman to establish a COVID-19 Emergency Response Plan, to direct staff to serve as disaster services workers pursuant to government codes, and to provide periodic updates to the Board on important developments concerning COVID-19 as they relate to District operations.

“We want to assure customers that our water supply remains reliable and safe to drink, and that service will not be interrupted despite the orders from local and state officials,” adds Coleman.  “As an essential service, our number one priority is to protect public health.  Today’s science and technologies allow many of our administrative team to work remotely while our field crews can continue to provide vital service to the public.”

For the health and safety of customers and District staff, the District office is closed to walk-in customers until further notice.  However, phone lines are open Monday thru Friday from 8am-4:30pm, with the exception of lunch from 11:30am-12:30pm.  Customers also have full access to online bill pay at www.rwd.org.
