Division I – Teresa P. Rios- Current Term: 12/6/2011 – 12/7/2020
Teresa Rios has resided in the city of West Covina for over 30 years. Ms. Rios attended Four D College in Colton, California, and is a Licensed Vocational Nurse. She attended Nogales High School and graduated in 1987. Director Rios represents the District on the Pomona-Walnut-Rowland Joint Water Line Commission and on the Los Angeles County Sheriff’s Department Advisory Council.
Division II – Anthony J. Lima- Current Term: 12/6/2011 -12/7/2020
Anthony Lima was raised in the La Puente area and currently resides in Hacienda Heights. Mr. Lima, in partnership with his brother, owns a trucking company in the city of Fontana. Prior to setting up his own business, he worked in the family trucking business. Director Lima is currently a Commissioner on the Puente Basin Water Agency and on the Pomona-Walnut-Rowland Joint Water Line Commission.
Division III – John E. Bellah- Current Term: 12/2/2013 – 12/2/2018
John Bellah has lived in the San Gabriel Valley for over 60 years, currently residing in Rowland Heights. After graduating from Mt. San Antonio College, he entered into a variety of major Southern California industries. Prior to his retirement, Mr. Bellah was the owner of two small businesses. He is active in the community and currently represents the District on the Association of California Water Agencies (ACWA) and the Rowland Heights Community Coordinating Council.
Division IV – Robert W. Lewis- Current Term: 12/2/2013 -12/2/2018
Robert Lewis has lived in Southern California for over 50 years, and has lived in the Rowland Heights area since the mid 1980’s. Director Lewis is a Veteran of the U.S. Army. He attended Cal State Fullerton, where he earned a certification in Industrial Process Controls and subsequently worked as a field engineer and is now retired.Director Lewis currently represents the District on the Association of California Water Agencies/Joint Power Insurance Authority (ACWA/JPIA), and the Regional Chamber of Commerce of San Gabriel Valley, Government Affairs Committee. Director Lewis is currently Vice President of the Rowland Water District Board of Directors and also serves as a Commissioner on the Puente Basin Water Agency.
Division V – Szu Pei Lu-Yang- Current Term: 12/2/2013 -12/2/2018
Szu Pei Lu-Yang is a local resident of Rowland Heights and has grown up in Southern California. She is a graduate of the University of California, Los Angeles (UCLA), and received her Bachelor of Arts Degree with honors in Political Science and Business Administration. Director Lu-Yang graduated from Loyola Law School, Los Angeles, and is currently practicing law in Glendale, California, in the areas of civil litigation and general liability. Director Lu-Yang has been deeply involved in community outreach and education. She is currently President of the Rowland Water District Board of Directors, President of the Rowland Unified School District For Us Foundation and serves on the Rotary Board of Directors. Director Lu-Yang also represents the District on the Los Angeles County Sheriff’s Department Advisory Council and the Rowland Heights Community Coordinating Council.
