Board of Directors Considers Deepening its Water Supply Portfolio
During Strategic Planning Process

December 13, 2021 – Rowland Water District is preparing to initiate work on its next Strategic Plan, an extensive assessment and planning process to identify goals and priorities and strengthen operations.

“The District’s strategic and long-term planning must focus on the continued expansion of our water supply portfolio particularly in light of ongoing droughts and drought conditions,” said Board President Anthony J. Lima. “This planning process will help the Board of Directors and leadership team to work toward securing additional water supplies while continuing to provide the highest level of service to our customers at the lowest possible cost.”

The plan, which will be created in the first quarter of 2022 and published by spring, will be the fourth edition in a series entitled, “Effective Action for Sustainable Progress.”

The 2018 Strategic Plan focused on the following initiatives and over-arching themes: Communication, Value, Organizational Development, Water Supply Diversity, System Reliability, Capital Investment, and Financial Stewardship. As presented at the November 2021 “State of the District” board meeting, accomplishments include:

• Pursuing new local water supplies
• Implementing a real-time billing system
• Finalizing metering systems upgrades
• Expanding the District’s role in statewide governance and legislation
• Maximizing new Puente Basin Water Agency water supply options
• Expanding security and operations monitoring through a new radio network
• Including more corporate bonds to diversify investments

For the last 10 years, the District has invested in the strategic planning process to address the needs of the agency and its customers while considering challenges, including those faced by the water industry in the region and the state. “The District’s core values – Accountability, Communication and Teamwork – form the foundation for all of our work, including strategic planning. We are confident in the future on behalf of all customers and stakeholders,” General Manager Tom Coleman said.
