The Rowland Water District encompasses a 17.2 square mile area in Southeastern Los Angeles County. The District serves portions of Rowland Heights, La Puente, Hacienda Heights, the City of Industry and the City of West Covina. The service areas population is approximately 58,000 people.

The District was formed by the voters on March 3, 1953 under the County Water District Law - Division 12 Water Code - State of California, to provide a safe and reliable water source to allow the community to transform from a cattle raising and farming area into the large urban and industrial area we serve today.

The District has experienced steady growth from our original 200 customer connections in 1953 to approximately 13,500 in 2003 and has projected this trend to continue at a rate of 1% to 3% per year in the undeveloped areas of Rowland Heights.

The District receives its potable water from Metropolitan Water District.

We have a fully automated telemetry control system with many remote sites having solar, natural gas or generator backup for emergency operations of various equipment.

The District has a five (5) person Board of Directors elected by Division, and a staff of 23 employees who are responsible for the total operation and maintenance of all District facilities and infrastructure. All operations personnel are required to maintain California Department of Health Services certification in water treatment and water distribution.

We support an active conservation program, providing landscape and irrigation workshops, school programs, commercial water audits and the distribution of low flush toilets and shower heads.

Since 1953, Rowland Water District has been responsibly serving quality tap water to portions of the following Southern California communities: Rowland Heights, La Puente, Hacienda Heights, the City of Industry, and the City of West Covina.
